夏寶龍六天澳門考察

隨着新政府的成立,澳門進入了一個新階段。澳門有望加快與橫琴的發展融合,而且扮演中國對外,特別是葡語國家緊密聯繫的紐帶,並推動澳門由以往嚴重依賴博彩業的發展方向,轉向經濟多元化的模式。

港澳辦主任夏寶龍於5月8日起一連六日到澳門考察調研,他除了積極動員澳門民眾支持橫琴粵澳深度合作區,也呼籲當地愛國社團支持政府,發揮澳門作為中國與世界橋樑的作用。

2025年2月7至8日,夏主任考察橫琴深度合作區時強調,澳門市民要深刻認識澳門經濟適度多元化發展的重要性,準確把握「澳門 + 橫琴」的定位,加力推進橫琴合作區建設增強責任感、使命感和緊迫感,制定任務後,要落實政策。

澳門無需效法西方三權分立

夏主任出訪首日,與澳門特首岑浩輝一同會見了行政、立法和司法機關成員。他表示,要認真學習澳門各方面發展規劃和政府工作的情況,澳門的行政立法關係需要進一步改善,但無需採用西方三權分立模式。

岑浩輝對夏主任的到訪表示熱烈歡迎,認為此行體現了習近平主席和中央對澳門發展的高度關心和關懷。他表示,澳門政府將認真落實習近平主席重要講話精神。在國務院港澳辦、駐澳門聯絡辦和內地相關部門的領導下,澳門特區政府將有序、逐步落實各項措施。

5月9日,夏主任會見了14個愛國愛澳社團代表,聽取他們對澳門的意見。這些社團包括澳門街坊會聯合總會澳門中華學生聯合總會澳門客家歸僑聯誼會、澳門文化界聯合總會、澳門工會聯合總會和澳門婦女聯合總會

與會代表表示,夏強調澳門愛國社團的重要性,呼籲他們增強危機意識,堅持愛國愛澳施政方針。此外,澳門各界持份者應恪守愛國愛澳精神,支持澳門政府施政方針,為澳門融入深度合作區作出貢獻。有代表引述夏的用語「一體化融合發展」,以此強調澳門與橫琴合作的重要意義。

周邊開放博彩業 須推動多元化

澳門中華學生聯會代表稱,夏主任對澳門的發展給了明確的方向。具體而言,由於內外形勢複雜,加上澳門周邊國家地區開放博彩業,澳門依賴博彩業作為唯一收入來源的做法既冒險又不明智,因此澳門必須推動經濟多元化。夏表示年輕人應該關注澳門和內地的政策,制定自己的職業和發展規劃,愛國社團必須利用「兩制」優勢,並維護「一國」原則。

在夏看來,愛國社團體應該發揮增強社會凝聚力的作用,鼓勵年輕人以更寬廣的眼界、更長遠的眼光,更加努力地奮鬥,避免失去青春活力。總之,愛國社團必須恪守愛國愛澳的核心價值,在推動社會改革的過程中充分發揮自身優勢,為澳門社會繁榮穩定做出貢獻。

5月12日期間,夏先生會見了商界團體和精英。他首先讚揚港澳工商界愛國愛港澳的優良傳統。夏表示,工商企業和中華民族是「人類命運共同體」,並認為各群體的個人理想應與國家發展融合,以應對複雜的國際情勢。他呼籲港澳商界成為經濟發展的棟樑,為中華民族偉大復興貢獻力量。

資本無國界 商人有祖國

夏向澳門工商界人士提了三點。第一,支持中國、支持民族的立場要鮮明。夏強調:「資本無國界,商人有祖國」。面對複雜的外部環境,澳門商界精英和企業家必須站在「正確」的一邊,站在國家利益的一邊,思想上、行動上更加清醒,鬥爭上更加勇敢,堅決捍衛國家主權、安全、發展利益。

二是商界要對澳門有信心、要植根澳門,支持澳門政府的政策和發展經濟多元化、建造橫琴深度合作區的努力。

三是企業集團要發揮自身潛力與優勢,保持開放姿態,更積極作為。 「一國兩制」賦予澳門在國際舞台上進一步發展的特殊功能和獨特優勢,在葡語國家開拓更多新市場,擴大國際友誼圈,打破包圍圈和遏制圈,推進「內聯外通」進程,吸引更多國際資本投資澳門,成為中華民族對外開放的重要橋頭堡,向世界講好中國和澳門的好故事。

加強「內聯外通」 一體化發展

總體而言,夏主任此次訪澳明確了澳門居民需要支持政府的政策,推動經濟多元化發展,並推動澳門更深層次地融入內地一體化。他強調要增強澳門的危機意識,在國際單邊主義、保護主義盛行的環境下勇於鬥爭,加強澳門「內聯外通」的進程。

An overview of Xia Baolong’s six-day inspection visit to Macau

The six-day inspection visit of Xia Baolong, the Director of the Hong Kong and Macau Affairs Office, to Macau from May 8th to 13th was characterized by not only his mobilization of public support of Macau economic diversification through its In-Depth Cooperation Zone with Hengqin, but also his intense interest in interacting with local interest groups and appealing to them to support the Macau government and to function as a bridge between China and the world.

This was the third consecutive visit of Xia to Macau after his previous visit in May 2023 and May 2024. From May 23rd to 26th 2023, Xia raised six developmental foci for Macau: (1) accurately and resolutely implementing the principle of “one country, two systems;” (2) protecting national security; (3) strengthening the construction of “patriotic forces” ruling Macau; (4) promoting Macau’s economic diversification; (5) developing Hengqin; and (6) elevating the standards of Macau’s governing capability.

From May 13th to 19th 2024, Xia visited Macau again and he emphasised Macau’s four main contributions: (1) promoting the development of Macau’s economic diversification; (2) integrating with China’s national development; (3) increasing Macau’s international influences; and (4) promoting the excellent tradition of loving the nation and loving Macau. He added that Macau should develop its unique advantages, promote high-quality development, enshrine its brand name as an international city, and contribute to national construction and renaissance.

In December 2024, Xia accompanied President Xi Jinping to pay an inspection visit to Macau. In January 2025, Xia remarked in Beijing that Macau should study the gist of President Xi’s important speech. Specifically, Macau should emphasise the protection of national security, focus on its development, utilize the unique strengths of both Macau and Hong Kong, consolidate the process of “connecting with the mainland and interacting with the outside world,” unleash the potentials and benefits of the principle of “one country, two systems,” and perform more assertively in the international arena.

From February 7th to 8th 2025, Xia paid an inspection visit to the In-Depth Cooperation Zone in Hengqin and emphasised that the people of Macau should understand the important implications of Macau’s economic diversification. Furthermore, Hengqin’s development should be Macau’s priority with greater investment, responsibilities, task formulation and policy implementation.

On the first day of his visit, Xia met the members of the executive, legislative and judicial branches together with Chief Executive Sam Hou Fai. Xia conveyed the Chinese President’s best wishes to Macau and concerns about the city. Xia also added that the central government in Beijing affirmed the good starting point of Chief Executive Sam Hou Fai, implying that the centre is satisfied with Sam’s policy address and blueprint. Xia pointed to his need to study and comprehend various aspects of Macau’s development and planning and the work of the Macau government. He also remarked that executive-legislative relations in Macau should be enhanced without the need to adopt the Western model of separation of powers – an implication that the new Legislative Assembly after the September 2025 election will have to work along Macau’s own style with harmony and without copying the Western model of checks and balances.

Chief Executive Sam Hou Fai expressed his enthusiasm for Xia’s visit which, to him, realised the high degree of concern and care of President Xi Jinping and the centre on Macau’s development. Sam added that the Macau government would seriously implement the spirit of President Xi’s important speech. Under the leadership, support and work of the Hong Kong and Macau Affairs Office, the Liaison Office in Macau, and of the mainland’s departments and agencies, the Macau government is going to implement various measures in an orderly and progressive manner.

On May 9th, Xia met fourteen interest groups and listened to their views on Macau. These groups included the Federation of Kaifong (Neighbourhood) Association, the Macau Academic Alliance, the Federation of Returned Overseas Chinese in Macau, the Federation of Macau Cultural Alliance, the Macau Federation of Students, the Macau Federation of Trade Unions, and the Macau Federation of Women. Representatives stated that Xia emphasised the significance of Macau’s interest groups, urging them to enhance crisis awareness and uphold the principle of patriotic governance. Furthermore, Macau’s interest groups should abide by the principle of loving the nation and loving Macau, supporting the policy implementation of the Macau government, and contributing to the process of integrating with the In-Depth Cooperation Zone. Some representatives told the media that Xia Baolong used the term “yitihua” (one integration) to emphasise the significance of Macau-Hengqin cooperation.

According to the representatives of the Federation of Macau Students, Xia offered clear directions for Macau’s development. Specifically, due to the complex situation externally and internally, and because of the liberalization of the gaming industry in Macau’s neighbouring countries and places, it is adventurous and unwise for Macau to rely on the gaming industry as its sole revenue source. As such, Macau must maintain high alert, strengthen its crisis consciousness, and must promote the progress of economic diversification. The young people, according to Xia, should be concerned about the policies of Macau and the mainland, producing their own career and developmental plans. Interest groups, according to Xia, must utilize the advantages of the two systems and abide by the principle of protecting the interests of one country.

In this way, Macau will enjoy long-term benefits. Interest groups should, to Xia, have the function of strengthening social cohesion, encouraging the young people to adopt a broader horizon and longer vision, to work harder and to avoid losing their youthfulness. In short, interest groups must abide by the core values of loving the nation and loving Macau, maximising their strengths in the process of developing societal reforms, and contributing to the social prosperity and stability of Macau.

On May 12th, Xia met the business groups and business elites. He first praised the excellent tradition of the Hong Kong and Macau business groups in loving the country and both Hong Kong and Macau. Xia said that business groups and the Chinese nation constitute a “destiny for the humankind.” The individual ideals of groups should, according to Xia, merge with the nation’s development to cope with the complex international circumstances. He appealed to the business groups in both Hong Kong and Macau to become the pillar of economic development, contributing to China’s national renaissance.

Xia mentioned three main points to the business groups in Macau. First, their position should be clear in supporting China and the nation. Their capital has no borders, Xia said, but the businesspeople must have their country in their minds. Due to the complex external circumstances, Macau’s business elites and entrepreneurs must stand on the “right” side, standing on the side of their nation, becoming clear in their thinking and action, becoming bold in their “struggles,” and being resolute in their defence of national sovereignty, national security and the nation’s developmental interests.

Second, the business groups should be confident in Macau and anchor their roots in Macau. They should support the policies of the Macau government and the efforts at developing economic diversification and the In-Depth Cooperation Zone in Hengqin.

Third, the business groups should develop their potential and advantages to maintain openness and to act more assertively. “One country, two systems” provides Macau with its special function and unique advantages to develop further in the international arena, open more new markets in the Portuguese-speaking countries, expand the circle of international friendships, break any encirclement and containment, promote the process of “connecting with the mainland and interacting with the outside world,” absorb more international capital to invest in Macau, become an important bridgehead of the Chinese nation’s opening-up process, and to inform the world of the good stories about China and Macau.

Xia explicitly said that under the circumstances of the US unilateralism and trade protectionism, the business sector and entrepreneurs in Hong Kong and Macau should be united and be brave enough to engage in struggles. They should stand up to share the worries of their country, to perform well, and to prove that Hong Kong businesspeople and entrepreneurs are an indispensable part of China’s development and its destiny for the humankind.

Xia visited the Macau Tourism University and chatted with some students. He encouraged them to be more concerned about the development of the Greater Bay Area, and to contribute to the society’s development. Xia watched the art and cultural performance of students. According to the representative of the Macau Federation of Youth, Xia asked the Macau youth to be brave enough to engage in struggles, and to develop the core values of loving China and loving Macau. The role of Macau youth is to perform well as a “super connector” between Macau and the world, telling the world about the success stories of their country and Macau.

Overall, Xia’s visit laid much emphasis on the need for local residents to support the policies of the Macau government, to promote Macau’s economic diversification, to integrate Macau deeper into the mainland (the term “yitihua” was stressed by him), to develop their crisis consciousness, to be brave in their struggles amid the international atmosphere of unilateralism and protectionism, and to strengthen Macau’s process of “connecting with the mainland and interacting with the outside world.”

Xia’s extensive outreach to various interest groups was reflective of his prominent united front work, winning the hearts and minds of the Macau comrades, mobilising them to support China and the Macau government in the construction of the In-Depth Cooperation Zone and to speed up Macau’s integration into the mainland. Xia’s inspection visit was a testimony to the central government’s strong and full support of Sam Hou Fai’s policy address and developmental blueprint.

Macau has therefore entered a new phase with the establishment of the new government under the leadership of Sam Hou Fai: Macau residents are expected to be united before the Legislative Assembly elections, and Macau is envisioned to be an accelerator of integration with Hengqin, a bridgehead to connect China more closely and intensively with other parts of the world, especially the Portuguese-speaking countries, and a modernisation agent steering its developmental direction away from its heavy dependence on the gaming industry to a more economically diversified model of development.
